$73,268.14- $85,355.94 General Description and Classification
Standards: This position will oversee, direct, and coordinate the
work of the Financial Reporting staff. The Financial Manager II
manages complex accounting and financial reporting functions
related to debt, capital assets, and capital projects and leads the
preparation of the Annual Comprehensive Financial Report (ACFR),
Popular Annual Financial Report (PAFR), Pension Plan Financial
Statements, Ancillary Reports, and other mandated reports.
Responsible for the interpretation and implementation of
Governmental Accounting Standards Board (GASB) pronouncements.
Supervision Received: Reports to Director of Financial Reporting
Essential Duties and Responsibilities: These are typical
responsibilities for this position and should not be construed as

Interpret, implement, and oversee compliance with new and existing
GASB pronouncements. Direct the preparation and review of the
ACFR-level financial statements, notes, and disclosures. Oversee,
coordinate, and actively participate in the preparation of the
City’s ACFR, PAFR, Ancillary Reports, Pension Plan Reports, and ad
hoc financial reporting requests. Exercise independent judgment on
highly complex accounting, reporting, and compliance issues. Serve
as a primary technical accounting authority and submit matter
expert for the Financial Reporting Division. Review and approve
journal entries prepared by staff to ensure accuracy and
compliance. Review and approve monthly and quarterly fixed asset
and debt reconciliations Lead the implementation and ongoing
application of GASB Standards across the City Research, analyze,
and evaluate complex financial findings and develop recommendations
to leadership Lead high-level, complex special projects and
financial studies as assigned Direct and support with all aspects
of the financial statement and pension plan audits Provide
leadership, performance feedback, training, coaching, and
professional development opportunities for staff The above

Abilities: This is a partial list of necessary knowledge, skills,
and abilities required to perform the job successfully, it is not
an exhaustive list. Advanced knowledge of governmental accounting
principles and practices. Expert understanding and application of
Generally Accepted Accounting Principles (GAAP) Expert knowledge of
Governmental Accounting Standards Board (GASB) pronouncements and
implementation Advanced experience with fund accounting, financial
statement preparation, audit procedures, and internal controls.
Knowledge of applicable governmental laws, regulations, and
financial reporting requirements. Experience working with large
enterprise ERP systems; Oracle based accounting software is
preferred. Advanced analytical, research, and problem-solving
skills Ability to manage complex, high-risk financial reporting
activities and deadlines Strong leadership and staff development
skills Excellent oral and written communication skills Proficiency
in Microsoft Office and specialized financial reporting software
applications. Strong attention to detail with the ability to
maintain a strategic city-wide perspective. Ability to
cooperatively collaborate with executive leadership, auditors, and
cross-departmental stakeholders Proactive, adaptable, and flexible
leadership approach Commitment to high standards and internal and
external customer service. Minimum Qualifications: Bachelor’s
degree in Finance, Accounting or a related field; OR an equivalent
combination of education, skills, experience, and training. 7 to 10
years of progressively responsible professional experience in
high-volume, complex accounting and financial reporting
Demonstrated experience working in large ERP environment and
enterprise accounting systems Preferred Qualifications: Master’s
degree in Finance, Accounting or a related field; OR an equivalent
combination of education, skills, experience, and training.
Experience in local government finance preferred.
